HERS Rater Boston: Greater Boston Multifamily Ratings, Stretch Code, and Cost

If you are building multifamily housing in Boston or Greater Boston, Certificate of Occupancy still runs through a tested HERS rating. The rater who can finish a suburban Stretch Code walk-up is not automatically the rater you want on a South Boston podium, a Jamaica Plain stacked-townhome cluster, or a Revere mid-rise that is chasing Mass Save on the same calendar as ISD or the local building department.

What a Greater Boston HERS Rater Has to Get Right
HERS stands for Home Energy Rating System. A score of 100 matches a code-reference home. Lower is better. On Boston-area multifamily, that score is how you prove Stretch Code or Specialized Code to the building official, and how Mass Save and ENERGY STAR MFNC confirm performance.
The urban product changes the work:
- Unit types stack on podiums, over parking, and across small lots, so grouping and orientation matter more than on a garden walk-up
- Several Greater Boston jobs are 3-unit buildings repeated on one parcel. Sampling and ENERGY STAR files have to follow that building count, not a single 20-unit box
- Rough-in inspections happen on tight sites, often next to occupied buildings. Miss the air barrier or mechanical rough-in before drywall and the retest is a schedule problem, not a paperwork problem
- Boston Inspectional Services and inner-ring departments all want CO-ready certificates. They do not all sit on the same Stretch versus Specialized adoption
A rater book that is mostly single-family Cape work will miss shared walls, corridors, and RESNET sampling on stacked buildings. Those misses show up as extra blower doors and a slipped CO.
Stretch Code vs Specialized Code Across Greater Boston
Massachusetts does not give Boston and Brookline the same HERS ceiling as every inner-ring city. Your municipality's adopted tier sets the target. The rater's model proves you cleared it.
On ECC Boston and inner-neighborhood studies, the City of Boston jobs have been modeled as Specialized Opt-In: HERS ≤ 45, or HERS ≤ 48 when the project takes the embodied-carbon insulation credit. South Boston and Dorchester filings in our set follow that same Specialized pattern. That is tighter than base Stretch, and it is why envelope, HVAC, and fuel choice have to be decided before the rater is only a testing vendor.
Inner-ring cities are not automatic copies of Boston. ECC Revere, Quincy, and Braintree studies ran Stretch Code at HERS ≤ 45 (with a HERS ≤ 48 carbon-credit option on some Revere paths) plus ENERGY STAR MFNC when the incentive stack was worth the paperwork. Confirm the adopted code with the building department on the parcel. Do not assume a Boston Specialized spec set is what Revere or Quincy will accept, or the reverse.
Mass Save still sits on top of whichever code path you are on. The rating is compliance first. Used early, it is also how you decide whether ENERGY STAR MFNC or a Passive House overlay is worth enrolling. Multifamily Process and What It Costs in Boston
Pre-construction. The HERS rater reviews plans, groups unit types, and models the building against the municipality's Stretch or Specialized target. A 200-unit project might need 15 to 40 distinct models. A 21-unit Boston job built as seven 3-unit buildings needs sampling and incentive files that match that seven-building count.
Rough-in. Insulation, air barrier, and mechanical rough-in get checked before drywall. On tight Boston lots that window is short. Fixes here are cheap. After drywall they are not.
Final testing. Blower door and duct leakage on the sampled units. If a sampled unit fails, more units get pulled in and CO slips.
Certificates. Passing tests produce HERS certificates. Those are what Boston ISD and other Greater Boston departments want at CO, and what Mass Save reviewers expect when you enrolled.
Cost. For typical multifamily scopes (modeling, inspections, and testing), HERS rating services usually land around $150 to $400 per unit. Repeated unit types and clean sampling pull the per-unit number down. Extra buildings, odd unit mixes, podium common areas, and retests push it up. The rating fee is not the incentive.
Proof From ECC Greater Boston Studies
Use project math from Boston and the inner core, not a statewide average.
On a 6-unit Boston Specialized job (CS62), the recommended all-electric path (no continuous insulation, performance made up in the heat pump) came in around $45.09/sf net, with modeled Mass Save incentives of $18,600 to $27,600. CO still rested on tested HERS at ≤ 45, or ≤ 48 with the GWP insulation credit.
On a 21-unit Boston Specialized project (CS40) built as seven 3-unit buildings, the HERS ≤ 45 all-electric path carried modeled Mass Save in the $154,000 to $179,000 range when ENERGY STAR NextGen paperwork was in the stack. Sampling and incentive files had to follow the 3-unit building count, not treat the parcel as one apartment house.
On a 276-unit Boston Specialized podium (CS35), the Mass Save Passive House overlay modeled in the $1.14M to $1.47M range. That is a Boston-scale incentive file. It only lands if the rater, the PHIUS or ENERGY STAR paperwork, and construction stay on one schedule.
Inner-ring Stretch jobs look different. A 112-unit Revere Stretch Code study (CS57) recommended a ductless all-electric HERS path at about $42.52/sf net, with modeled Mass Save of $235,200 to $403,200 including ENERGY STAR MFNC. A 325-unit Braintree Stretch Code study (CS45) ran HERS ≤ 45 at about $34.99/sf net on the recommended path. A 17-unit South Boston Specialized project (CS65) that carried PHIUS CORE landed near $44.96/sf net.
Those figures come from ECC's own feasibility models. The pattern is local: lock the municipality's code path and the Mass Save tier first, then hire the multifamily HERS rater to execute that path on this site.
Why a Feasibility Study Comes First
Hiring a Boston HERS rater without knowing Stretch versus Specialized, fuel type, and whether ENERGY STAR MFNC is worth the paperwork is backwards.
