What a HERS Rater Does on a Multifamily Job

HERS stands for Home Energy Rating System. A score of 100 matches a code-reference home. Lower is better. Zero would be net zero.

On multifamily projects in Massachusetts, the rater is not optional paperwork at the end. They:

Under Massachusetts Stretch Code, most new multifamily projects target a HERS score around 45 or lower, with a higher ceiling available on some all-electric paths that take the embodied-carbon insulation credit (for example HERS ≤ 48). Specialized Code is tighter. Your municipality's adopted tier sets the bar; the rater's model proves you cleared it.

The same rating feeds incentive programs. Mass Save and ENERGY STAR MFNC both lean on the HERS model and field verification. Better performance can mean larger rebates, but only if enrollment and testing line up with construction. The rating is compliance first. Used early, it is also how you decide whether voluntary certification is worth the paperwork.

Multifamily Process and What It Costs

Pre-construction. The HERS rater reviews plans, groups unit types, and models the building. A 200-unit project might need 15 to 40 distinct models based on size, orientation, floor, and exposure. Wrong grouping wastes modeling time or fails inspection.

Rough-in. Insulation, air barrier, and mechanical rough-in get checked before drywall. Fixes here are cheap. After drywall they are not.

Final testing. Blower door and duct leakage on the sampled units. RESNET sampling lets you test a representative set, but if a sampled unit fails, more units get pulled in and CO slips.

Certificates. Passing tests produce HERS certificates for the units. Those certificates are what the building department wants at CO.

Cost. For typical multifamily scopes (modeling, inspections, and testing), HERS rating services usually land around $150 to $400 per unit. Larger projects with repeated unit types tend to land lower on a per-unit basis. Unit-type count, building count, and how many retests you trigger move the number more than a flat quote does.

Why a Feasibility Study Comes First

Hiring a HERS rater without knowing which compliance path you are building to is backwards. The target score, fuel choice, envelope package, and HVAC system all change both construction cost and which incentives you can claim.

A feasibility study compares those paths on your plans before design is locked. On ECC projects, that comparison is where the real money shows up, often before anyone schedules the first rough-in inspection.

On our 296-unit Amesbury study (CS81), the Stretch Code HERS paths sat at HERS ≤ 48 with the carbon-credit insulation path versus HERS ≤ 45 without it. The recommended all-electric path came in around $45.50/sf net, with modeled Mass Save incentives in the $686,000 to $1,130,000 range when ENERGY STAR MFNC paperwork was included. Certificate of occupancy still rested on tested HERS ratings, with sampling allowed.

On a 320-unit Northbridge project (CS78), Stretch Code with HERS ≤ 45 and ENERGY STAR MFNC modeled at about $39.49/sf net on the recommended all-electric path, with incentives in the $640,000 to $1,120,000 range. On a 105-unit Northbridge job (CS76), the recommended all-electric HERS path landed near $31.70/sf net. A 250-unit Shrewsbury study (CS67) ran Stretch Code at HERS ≤ 45 with ENERGY STAR MFNC at about $41.70/sf net on the recommended path.
