Goal

To find the most cost-effective compliance path, this report isolates energy code related costs from total construction. We use real bid data from vendors & clients to create a reliable framework for aligning incentives and design, with all recommendations confirmed by detailed energy modeling.

Project

  • Worcester, MA 01603
  • 26 Buildings | 150 Units | 211,304 SF Conditioned
  • New Construction | 2-story 4-unit townhome (x3), 2-story 5-unit townhome (x4), 2-story 6-unit townhome (x17), 2-story 8-unit townhome (x2)
  • All-Electric OR Mixed Fuel | 2021 IECC with MA Amendments (Specialized Opt-In Code) | HERS ≤ 45 (All-Electric) OR HERS ≤ 42 (Mixed Fuel) | ENERGY STAR SFNH v3.2 (optional) | ENERGY STAR NextGen (optional)

Overview

Read This: This report compares different ways you can build the project and meet energy code, looking at both cost and incentives, with the ultimate goal as finding the most affordable path.

  • The overview outlines the key differences between each of the paths we show in this report and why we recommend the one we picked over the others.
  • The recommended design section is where we share the requirements and incentives for the path we think is best based on affordability.
  • The path comparison section shows the detailed requirements and incentives for each path we compared, basically showing our work if you want to dig in.

Product Recs: All product recommendations are recommendations only and can be substituted with any equivalent or better match.

Path Summaries

All three paths are HERS pathways under the Massachusetts Specialized Code for these Worcester townhouses. NextGen is the low-cost all-electric option, and the gas paths price gas heat and gas hot water.

NEXTGEN (All-Electric): Recommended

The goal of this path was to show an all-electric ENERGY STAR NextGen design under the Massachusetts Specialized Code HERS 45 ceiling, because it is the affordable way to meet that ceiling for these Worcester townhouses. The estimated energy-related cost is $48.11/sf with a $3.31/sf incentive, for a net of $45.13/sf. The main advantage of this path is the lower construction cost, before the incentive and after it. It meets the all-electric HERS 45 ceiling and certifies for ENERGY STAR NextGen with the air barrier on the sheathing, and it keeps off costly upgrades like the 4 kW solar array and the separate cooling system the gas paths add beside the boiler.

GAS-AIRTIGHT (Mixed-Fuel): Only for gas service

The goal of this path was to show a mixed-fuel design under the Massachusetts Specialized Code HERS 42 ceiling, at the same 1.5 ACH50 air sealing as NextGen, because a buyer may want gas heat and gas hot water. The estimated energy-related cost is $63.03/sf with a $0.00/sf incentive, for a net of $63.40/sf. The main advantage of this path is gas service, when gas heat and gas hot water are required. It meets the mixed-fuel HERS 42 ceiling with a gas boiler, a separate cooling system, a 4 kW solar array per dwelling unit, and a water-heater pre-wire, and giving up the $700,000 Mass Save ENERGY STAR NextGen incentive leaves it $18.27/sf more than NextGen on net.

GAS (Mixed-Fuel): Not Recommended

The goal of this path was to show what gas service costs with a heavier envelope and compartmentalization air sealing, under the same Massachusetts Specialized Code HERS 42 ceiling as GAS-AIRTIGHT. The estimated energy-related cost is $66.26/sf with a $0.00/sf incentive, for a net of $66.65/sf. The main advantage of this path is there is none, since GAS-AIRTIGHT already provides gas service at a net $3.25/sf less. It meets the mixed-fuel HERS 42 ceiling with U-0.18 windows, R-12 continuous insulation, and an R-60 attic, which is the extra work the higher cost pays for, and it still collects no incentive.

Code Path

  • HERS: Worcester adopts the Specialized Opt-In Code. These are new 2-story townhouses under 225 CMR 22 and Appendix RC, climate zone 5A. No dwelling is over 4,000 sq ft, so the mixed-fuel pathway stays available. NEXTGEN is the all-electric pathway (RC103), with a HERS index ceiling of HERS 45 (Table RC103.2), Appendix RB solar-ready, and R404.4 EV-ready. GAS and GAS-AIRTIGHT are the mixed-fuel pathway (RC104 and RC105), with a HERS index ceiling of HERS 42 (Table RC104.2). They use a gas boiler and a gas tankless water heater. RC104.3 requires a future heat-pump circuit and a 250-volt, 30-amp outlet within 3 ft of each gas water heater. The range and the dryer are electric, so those circuits are N/A. RC104.4.1 requires at least 4 kW of on-site solar per dwelling, and RC105 requires a solar zone of at least 150 sq ft.

Permit Requirements

  • HERS: With the building permit application, file the HERS index, the rater, the software, and a certificate that each unit type is at or below its ceiling (HERS 45 on NEXTGEN, HERS 42 on GAS and GAS-AIRTIGHT), with the insulation, air leakage, and equipment behind it (R406.7.2.1). NEXTGEN shows the Appendix RB solar-ready zone and the EV-ready spaces. GAS and GAS-AIRTIGHT show the RC104.3 pre-wire, the 4 kW system, and the 150 sq ft solar zone.

Certificate of Occupancy Requirements

  • HERS: Before the certificate of occupancy, file a confirmed HERS report for each built unit at or below HERS 45 on NEXTGEN and HERS 42 on GAS and GAS-AIRTIGHT, with the tested leakage and the installed equipment (R406.7.2.2). Post the permanent energy certificate (R401.3).

  • MassSave Single-Family ENERGY STAR NextGen Tier ($700,000) (Program Breakdown): You get this rebate for building a home that meets MassSave's ENERGY STAR NextGen tier. The 2026 program terms require all-electric space conditioning, water heating, cooking and clothes drying; a HERS Index of 45 or lower, or at least 30 percent savings over the Massachusetts User Defined Reference Home; air leakage of 1.5 ACH50 or lower, tested by an approved HERS rating company; balanced ventilation through an ERV or HRV; an EV-ready parking space built to 225 CMR 22 section R404.4; and certification by a program-approved HERS rating company to ENERGY STAR Single-Family New Homes v3.2 (or Multifamily New Construction v1.2) and to ENERGY STAR NextGen. Testing and certification typically happen at the end of construction, around when the certificate of occupancy is received. This rebate comes in the form of a check within 4 months of the certification paperwork being provided to MassSave.

Conclusion: Layer 3 is the first row below dewpoint. It is the cold plane we protect. Indoor moisture can turn to water if it gets there, and can eventually cause mold. It can get there two ways. It gets there through the drywall, which is why the vapor retarder is on the inside of the wall. It also gets there through holes (outlets, gaps, plates), which is why the air barrier is on the sheathing. Same at the rim. Keep the R-5 going over the band.

GAS / GAS-AIRTIGHT: $0

  • No MassSave Incentive On The Mixed-Fuel Path ($0) (Program Breakdown): Mass Save pays the townhome buildings-over-four-units incentive only on an all-electric path. A path that heats with gas, or that makes hot water with gas, earns nothing on that track.
    • IMPORTANT: The four-unit line is drawn per building. Gas heat or gas water heating removes the whole building from the incentive.
