Overview
Read This: This report compares different ways you can build the project and meet energy code, looking at both cost and incentives, with the ultimate goal as finding the most affordable path.
- The overview outlines the key differences between each of the paths we show in this report and why we recommend the one we picked over the others.
- The recommended design section is where we share the requirements and incentives for the path we think is best based on affordability.
- The path comparison section shows the detailed requirements and incentives for each path we compared, basically showing our work if you want to dig in.
Product Recs: All product recommendations are recommendations only and can be substituted with any equivalent or better match.
Path Summaries
All three paths meet Massachusetts energy code and are modeled to pass on a lean margin, so the choice between them is a matter of cost and constructability rather than compliance.
NEXTGEN (All-Electric): Recommended
This is the least expensive path at approximately $35.39/sf net, and the air barrier sits on the sheathing. It keeps the project fully electric, which preserves the $1,245,000 Mass Save ENERGY STAR single-family townhome incentive ($15,000 per home) and aligns with the direction Massachusetts energy code is heading. For this project, this is the right choice.
HERS40-ELECTRIC (All-Electric): Alternative
At approximately $39.54/sf net, about $4/sf more than the NEXTGEN path, this path stays all-electric and adds $20,750 in incentives, which does not close the cost gap. The two all-electric paths build in much the same way, so the premium buys a deeper margin under the code ceiling. Choose this path when that margin matters more than first cost.
HERS40-GAS (Mixed-Fuel): Not Recommended
This is the most expensive path at approximately $48.84/sf net, about $13/sf more than the NEXTGEN path, and it is the most labor-intensive to build. Mixed-fuel construction forfeits the $1,245,000 Mass Save ENERGY STAR single-family townhome incentive and runs against the direction Massachusetts energy code is heading. The only reason to choose this path is a market that specifically demands gas service.

Assembly Moisture Check
This section shows which air and vapor barriers are needed, and why.
Inputs
Item | Value |
|---|---|
Climate zone | 5A |
Indoor air | 70 F, 35% RH |
Dewpoint of that indoor air | 41 F |
Outdoor air | 1 F |
Code | 2018 IRC Table R702.7.1 |
Exterior Walls
# | Layer (inside to outside) | R | Running R | Temp | Dewpoint target | Vs dewpoint |
|---|---|---|---|---|---|---|
1 | Drywall | 1.13 | 1.13 | 67.6 F | 41 F | OK |
2 | Class II vapor retarder | 0.00 | 1.13 | 67.6 F | 41 F | OK |
3 | R-21 cavity insulation with 2x6 wood studs | 21.00 | 22.13 | 22.2 F | 41 F | First below dewpoint |
4 | Wood sheathing | 0.62 | 22.75 | 20.8 F | 41 F | Below dewpoint |
5 | Air barrier | 0.00 | 22.75 | 20.8 F | 41 F | Below dewpoint |
6 | R-9 continuous insulation | 9.00 | 31.75 | 1.4 F | 41 F | Below dewpoint |
7 | Siding / cladding | 0.17 | 31.92 | 1.0 F | 41 F | Below dewpoint |
Conclusion: Layer 3 is the first row below dewpoint. It is the cold plane we protect. Indoor moisture can turn to water if it gets there, and can eventually cause mold. It can get there two ways. It gets there through the drywall, which is why the vapor retarder is on the inside of the wall. It also gets there through holes (outlets, gaps, plates), which is why the air barrier is on the sheathing. Same at the rim. Keep the R-9 going over the band.
Slab
# | Layer (inside to outside) | R | Running R | Temp | Dewpoint target | Vs dewpoint |
|---|---|---|---|---|---|---|
1 | Concrete slab | 0.50 | 0.50 | 69.5 F | 41 F | OK |
2 | Vapor retarder | 0.00 | 0.50 | 69.5 F | 41 F | OK |
3 | R-20 under slab and at the interior edge | 20.00 | 20.50 | 50.0 F | 41 F | OK |
4 | Gravel / ground | 0.00 | 20.50 | 50.0 F | 41 F | OK |
Conclusion: No row drops below dewpoint. This is not the wall problem. Indoor air is not leaking to a cold sheathing. The vapor retarder is under the slab to stop moisture coming up from the ground. The slab itself is the air barrier.
Floor Over Garage
# | Layer (inside to outside) | R | Running R | Temp | Dewpoint target | Vs dewpoint |
|---|---|---|---|---|---|---|
1 | Floor finish | 1.13 | 1.13 | 67.5 F | 41 F | OK |
2 | R-30 cavity insulation | 30.00 | 31.13 | 1.4 F | 41 F | First below dewpoint |
3 | Air barrier | 0.00 | 31.13 | 1.4 F | 41 F | Below dewpoint |
4 | Garage | 0.17 | 31.30 | 1.0 F | 41 F | Below dewpoint |
Conclusion: Layer 2 is the first row below dewpoint. It is the cold plane we protect. Indoor moisture can turn to water if it gets there, and can eventually cause mold. It can get there through holes, which is why the air barrier is at the insulated plane, not a drop-in ceiling.
Roof (vented attic)
# | Layer (inside to outside) | R | Running R | Temp | Dewpoint target | Vs dewpoint |
|---|---|---|---|---|---|---|
1 | Drywall ceiling | 1.13 | 1.13 | 68.4 F | 41 F | OK |
2 | Air barrier | 0.00 | 1.13 | 68.4 F | 41 F | OK |
3 | R-49 attic floor insulation | 49.00 | 50.13 | 1.2 F | 41 F | First below dewpoint |
4 | Vented attic | 0.17 | 50.30 | 1.0 F | 41 F | Below dewpoint |
Conclusion: Layer 3 is the first row below dewpoint. It is the cold plane we protect. Indoor moisture can turn to water if it gets there, and can eventually cause mold. It can get there through holes (hatches, lights, plumbing), which is why the air barrier is on the ceiling, not the roof deck.

Path Comparison
This section shows the detailed requirements and incentives for each path we compared, basically showing our work of how we determined the recommended path is the most affordable way of meeting energy code compliance.
Path Comparison - Incentives
NEXTGEN: $1,245,000
- MassSave Single-Family ENERGY STAR NextGen Tier ($1,245,000) (Program Breakdown): You get this rebate for building a home that meets MassSave's ENERGY STAR NextGen tier. The 2026 program terms require all-electric space conditioning, water heating, cooking and clothes drying; a HERS Index of 45 or lower, or at least 30 percent savings over the Massachusetts User Defined Reference Home; air leakage of 1.5 ACH50 or lower, tested by an approved HERS rating company; balanced ventilation through an ERV or HRV; an EV-ready parking space built to 225 CMR 22 section R404.4; and certification by a program-approved HERS rating company to ENERGY STAR Single-Family New Homes v3.2 (or Multifamily New Construction v1.2) and to ENERGY STAR NextGen. Testing and certification typically happen at the end of construction, around when the certificate of occupancy is received. This rebate comes in the form of a check within 4 months of the certification paperwork being provided to MassSave.
HERS40-ELECTRIC: $1,265,750
This rebate comes in the form of a check within 4 months of the certification paperwork being provided to MassSave.
- Induction Cooktop Adder ($20,750) : A MassSave market transformation adder of $250 per unit for installing an induction cooktop in each dwelling unit. This rebate comes in the form of a check within 4 months of certification documentation being provided to MassSave, typically this is 4 months after construction is complete.
HERS40-GAS: $0
- No MassSave Incentive On The Mixed-Fuel Path ($0) (Program Breakdown): MassSave runs new construction buildings of four units or fewer through its single-family and townhome track, and that track is all-electric only. A home that heats with gas, or that makes its hot water with gas, earns nothing here no matter how far the envelope beats code. The gas boiler and the hot water it feeds are what close the door, so the money turns on the mechanical package rather than on the score. Every incentive dollar in this study comes from the all-electric designs.
- IMPORTANT: The rule reads on the whole home, not on one appliance, and there is no partial credit. Putting a gas boiler or gas water heating back into an otherwise all-electric design removes the full per-home rebate for that building.
- IMPORTANT: The four-unit line is drawn per building, not per project. A site of duplexes stays on the single-family and townhome track and its all-electric rule however many buildings are built, which is why a gas mechanical package costs the same rebate on every one of them.
